September 1, 2010 On September 1, 2010, Indiana Bureau of Developmental Disabilities Services (BDDS) released a policy manual on residential living allowance (RLA). According to the Indiana Administrative Code, the RLA is intended to cover actual “room and board” costs for Medicaid waiver beneficiaries living in the community.
