September 20, 2010 On September 20, 2010, New York's Lieutenant Governor Richard Ravitch released a plan to reform the management of New York's Medicaid program to control costs and provide care more efficiently. The plan would move rate-setting authority for the program from the Legislature to qualified experts within the Department of Health.
