Lieutenant Governor’s Report on Controlling Increases in The Cost of New York Medicaid
September 20, 2010 On September 20, 2010, New York's Lieutenant Governor Richard Ravitch released a plan to reform the management of New York's Medicaid program to control costs and provide care more efficiently. The plan would move rate-setting authority for the program from the Legislature to qualified experts within the Department of Health. The State Medicaid Director would be given administrative authority necessary to effectively manage the program, and counties would no longer share the cost of Medicaid.
