September 21, 2010 The Pennsylvania Porch Light Project, an initiative of Pennsylvania Partnerships for Children in collaboration with Casey Family Programs, released a report with the child welfare statistics by county. The report revealed that their were fewer foster care placements in 2010 than in 2009.
