COPAA v. DeVos, Memorandum Opinion
On March 7, 2019, the United States District Court for the District of Columbia issued this ruling on COPAA v. DeVos. The ruling states that as per the U.S. Department of Education, states must comply with the special education rule. Under the Individuals with Disabilities Education Act, states are required to identify school districts with high rates of students from particular racial or ethnic groups who have disabilities, that are placed in restrictive settings or are subject to discipline . . .
