January 15, 2011 Pennsylvanias Auditor General Jack Wagner recommended that the state implement sentencing reforms and risk-based recidivism assessments to reduce the number of inmates. Nearly 40% of state prison inmates are nonviolent offenders who might better serve alternative sentences. Implementing the reforms could save the state $350 million over four years.
