February 15, 2011 President Obama’s fiscal year 2012 budget proposal includes a request for about $70 million for grants through the Social Innovation Fund. The fund is an experimental source of funding for social service programs that uses private resources (such as foundation grants) to cover a social service program at its outset—and provides matching government funding once the program is able to demonstrate strong impact or evidence of efficacy a pre-determined outcomes target after a designated period of time.
