An Evaluation of the Wisconsin Department of Health Services Family Care Program
April 15, 2011 Family Care, which started as a pilot program in 2000, is intended to provide cost-effective, comprehensive, and flexible services tailored to participantsÂ’ needs and to serve as an alternative to institutional care. The Legislative Audit Bureau evaluated Family Care data for 2005 through 2010 to assess program expenditures and participation, services provided to participants and how their needs are assessed, rate setting processes for the capitated payments to the nine MCOs that participate in Family Care, the MCOs financial solvency, DHS program and financial oversight, and quality of care indicators.
