May 31, 2011 The Illinois Department of Human Services (DHS) is enacting changes to oversight of group homes to prevent abuse of residents to implement “Paul’s Law,” new legislation that requires employee background checks, and regular service quality monitoring and state inspections. The legislation, House Bill (HB) 653 calls for DHS to adopt oversight rules by December 31, 2011.
