June 30, 2011 On June 30, 2011, Ohio passed the amended Substitute House Bill Number 153: the biennial budget bill. The bill increased the Medicaid quality incentive payments for nursing homes from 1.7 percent of the average rate in 2011 to 9.7 percent in 2013.
