August 5, 2011 A 2010-2011 report mental health detention services from the Riverside, California Grand Jury found that the five jail facilities operated by Riverside County had deficiencies in mental health care, largely due to lack funding for sufficient on-site mental health staff. The problems included a reliance on detainee self-reports of medical and mental health histories, telephone prescribing without an evaluation of the inmate, and long waits before transfer to a state hospital for detainees deemed incompetent to stand trial.
