Connecticut General Assembly Briefing on Provision of Selected Services for Clients With Intellectual Disabilities

September 27, 2011 The Connecticut Legislature’s Program Review and Investigations Committee reviewed costs of state-funded 24-hour residential services provided in various settings for individuals with intellectual disabilities. These services are provided through two state departments: the Department of Developmental Services (DDS) and the Department of Social Services (DSS). The DDS operates facilities; its costs per client are higher than the cost per client paid by DSS in contracts with private organizations that provide community-based group homes and support services.
