September 2011 On December 22, 2011, the federal Substance Abuse and Mental Health Services Administration (SAMHSA) released its new working definition of recovery from mental health and substance use disorders that will be used to help policy makers, provider organizations, and funders to design, measure, and reimburse for recovery-focused services. he working definition will be disseminated through a new Bringing Recovery Supports to Scale (BRSS) project and Technical Assistance Center Strategy (TAC).
