Moving from A Compliance Focus Program To A Culture Of Quality: The Harris Center Case Study

This was the reason The Harris Center strategically decided it was time to transform from a quality assurance/compliance model to a quality improvement centric organization embedded in continuous learning and improved culture.
The Harris Center for Mental Health and IDD, serving as the mental health authority and local intellectual and developmental disability (I/DD) authority for Harris County, is one of the largest community mental health care centers in the United States, and the largest behavioral and developmental disability care center in Texas, serving nearly 80,000 patients and responding to approximately 130,000 crisis calls each year. Under the leadership of Chief Medical Officer, Dr. Luming Li and Wayne Young, CEO, The Harris Center organization embarked on a vision to move their agency from a compliance focused program to a culture embedded in continuous quality improvement and learning. This transition is a multi-year transformation effort that includes all aspects of culture change—mission and vision, operational restructuring, policy and procedures, and team development and roles. During the session, Mr. Young and Dr. Li will discuss the major differences between a compliance driven program and a quality improvement driven culture and why it was important to make the transition, their process to date, and next steps in their first year of implementation including scenario planning for anticipated challenges.

Luming Li, MD, MHS, Chief Medical Officer, The Harris CenterLuming Li, M.D., an Assistant Professor Adjunct at the Yale School of Medicine, Department of Psychiatry, currently serves as the Chief Medical Officer for The Harris Center for Mental Health and IDD. Dr. Li is responsible for medical staff oversight and direct leadership of clinical quality and safety, performance improvement, pharmacy services, and utilization management. Her research and educational interests focus on administrative psychiatry and leadership, quality and safety, and clinical service delivery. Throughout the COVID-19 pandemic, she has written extensively about delivering psychiatric services in crisis. Dr. Li previously served as the Medical Director of Quality Improvement of the Yale New Haven Psychiatric Hospital and the Medical Director of Clinical Operations at Yale New Haven Health System (2018-2021) and was a consultation psychiatrist in the Nathan Smith Clinic for patients with HIV. Dr. Li completed a 7-year B.A./M.D. program at Rutgers/Robert Wood Johnson Medical School, and residency training at the Yale School of Medicine, Department of Psychiatry. She has served on national American Psychiatric Association (APA) committees, including the Health Systems and Financing Committee (2017-2018), and was an APA Public Psychiatry Fellowship recipient. She also was a 2019-2020 Health and Aging Policy Fellow, and American Political Science Association Congressional Fellow. She has served on CT Medicaid quality and national Medicare measurement development committees and is currently is a member of the Epic Behavioral Health Steering Board, and an executive board member for the American Association of Psychiatric Administrative Leaders.

Wayne Young, Chief Executive Officer, The Harris CenterWayne Young is the Chief Executive Officer of The Harris Center for Mental Health and IDD, the state-designated Local Mental Health Authority and Local Intellectual and Developmental Disability Authority for Harris County, Texas. As the CEO of one of the largest behavioral health organizations in the nation, Wayne is passionate about the planning and delivery of large-scale behavioral health and intellectual and developmental disabilities services to a population who rely upon safety net systems of care. Wayne previously served as the chair of the Texas Health and Human Services Commission Behavioral Health Advisory Council and was recently appointed by the Supreme Court of Texas and Court of Criminal Appeals of Texas to the Texas Judicial Commission on Mental Health. Wayne was honored to have received the Charley H. Shannon Advocate for Justice Award from NAMI Texas in 2019 as well as to have been named to Modern Healthcare’s list of Top 25 Innovators in 2019 and again 2021.

Carol Clayton, Ph.D.., Senior Associate, OPEN MINDSDr. Carol Clayton is a licensed, psychologist with 30 years of health care experience in the public and private sector, including non-profit and private practice work. Prior to joining OPEN MINDS as a Senior Consultant, she retired as the Translational Neuroscientist for Relias, where she specialized in health care solutions targeting workforce development and population health outcome improvement. Before joining Relias, Dr. Clayton was the CEO of Care Management Technologies, a health IT data analytics company. She also served as the Executive Director of the NC Council of Community Programs from 2000-2006. The NC Council is the predecessor organization to i2i.
