Proposed Rule: Affirmative Action and Nondiscrimination Obligations of Contractors and Subcontractors Regarding Individuals With Disabilities

December 9, 2011 Under a new proposed regulation, organizations seeking to do business with the federal government as a contractor and subcontractor must ensure that no less than seven percent of their workforces are composed of individuals with disabilities or they will be ineligible for federal contracts. The requirement, proposed by the federal Department of Labor, is intended to improve employment statistics for individuals with disabilities. As of November 2011, 13% of working age adults over the age of 16 with disabilities are unemployed, compared to 8.1% of the overall population of working age adults without disabilities.
