Dual eligibles, sometimes referred to as Medicare-Medicaid enrollees, are consumers that due to disability, age, and/or income are eligible to enroll in both Medicare and Medicaid. OPEN MINDS analysis found that total spending for the dual eligible population was $416 billion in 2015, which includes both Medicare and Medicaid expenses. In 2016, total dual eligible spending is expected to reach $448 billion. This is a dramatic increase over the past decade.
