The Patient Protection and Affordable Care Act (PPACA) of 2010 expanded Medicaid to non-disabled low-income individuals between the ages of 19 and 64 years old with income up to 133% of the federal poverty level (FPL).
In 2012, the Supreme Court ruled that states have the choice of whether to participate in expansion. For those states that decline, Congress cannot deny existing Medicaid allotments. This ruling left states with four options:
