Self-directed care allows consumers or their representative to manage the Medicaid home and community-based services (HCBS) they receive based on their needs and preferences through two authorities: employer and budget authority. Employer authority allows consumers to hire, manage, and fire the individuals who provide their HCBS services. Budget authority allows consumers to decide how their HCBS funding or budget amount is spent for a given year.
