State Medicaid Financing & Delivery: An OPEN MINDS Market Intelligence Report
Medicaid provides health care coverage to people with low income, the elderly, pregnant women, families and children, and people with disabilities. States administer Medicaid programs based on federal requirements. These programs are jointly funded by states and the federal government. States finance and deliver Medicaid in various ways. Among the delivery models are fee-for-service (FFS), managed care organizations (MCO), primary care case management (PCCM), and accountable care organizations (ACO). Some states finance their program through full FFS models, some use capitated models, and some use mixed models with multiple financing methods.
