Circle Connections: New Talent The new director of the Nebraska Foster Care Review Office is Kim Hawekotte, an attorney who has worked in the child welfare and juvenile justice systems for more than 30 years. Her most recent position was president of KVC Behavioral Healthcare of Nebraska, which was a lead contractor with the state's child welfare system and became a foster care placement agency last summer after its contract with the state ended.
