Circle Connections: Policy & Regulatory Updates Lookout Mountain Community Services, a mental health, substance abuse, mental retardation and developmental disabilities service organization serving Catoosa, Chattooga, Dade, and Walker counties, has combined with Dalton-based Highland Rivers Health to form a new program called Kaleidoscope. Designed to provide "independent advancement" to individuals with mental retardation or developmental disabilities, Kaleidoscope can assist with skill- building, self-advocacy and job preparation.
