Circle Connections: New Products & Services Primary Health Network (PHN) will open Clarion Behavioral Health located the third floor of the new Pinnacle Drive facility, directly off Interstate 80. PHN is the largest community health center network in Pennsylvania with 32 locations in 11 counties that include three sites in northeast Ohio.
