For over 75 years, we have been a driving force filling gaps and addressing the needs of children and adults with disabilities throughout North Carolina & Virginia. Today we are an $87M nonprofit IDD and Behavioral Health provider. Current services include home & community based individual support, crisis, ACTT, mental health, outpatient, psychiatric, residential employment, ABA, child placement, therapeutic foster care, education & recreation services. We deliver 9 million service hours to 22,000 individuals and families each year.

Position Overview:

The Vice President of Behavioral Health and Integrated Care Role: Current & Future

This Vice President partners with the CEO & executive team to advance our just cause by providing engaged & inspiring leadership to ensure a program portfolio that is both financially sound & mission sustainable. The VP manages a current portfolio of $40M enhanced mental health clinical services & supports. The successful candidate understands both traditional and innovative approaches to behavioral health, the value of whole person, integrated care services for the clients we serve; and holds broad knowledge of & experience in operating complex mental health services. This VP will help develop & implement strategic growth initiatives including integrated primary care, care management & substance use service expansion. This leader will play a critical role in shaping the future of ESUCP and extending its impact to those we serve.

The Vice President is responsible for people, programs & culture:

  • People: Attracts talent; maintains & develops the right people, leverages individual & collective strengths of team members, and holds self, peers, staff and superiors accountable. Builds relationships with key internal & external stakeholders.
  • Programs: Manages a balanced portfolio of collaborative behavioral health services across NC & VA including Outpatient, ACTT, MST, IIH, TMS, Child First, IPS, integrated primary care & ABA services. The VP assures the right service mix & funding mix to deliver financial & clinical performance in each service line.
  • Culture: Nurtures & intentionally supports a diverse & inclusive culture that leverages unique strengths, perspectives & views of our workforce. Encourages employees to ‘use their voice’ to make our organization better.

Job Duties:

  • Engages with peers & teams on a regular basis to ensure strategy alignment, synchronization with mission and vision, and financial performance & clinical outcomes, contingency review.
  • Meets with direct reports regularly to validate strategic direction, establishing clear expectations for accountability and commitment to the mission.Retains, develops and attracts staff who meet and exceed the leadership competencies of ESUCP.
  • Understands & contributes to revenue cycle management, data analytics and balanced portfolio management.
  • Develops and maintains strong relationships with key stakeholders in the community and government sectors.
  • Identifies service gaps & facilitates innovation & new service implementation to meet needs of enrollees, including implementation of evidence based practices and alternative service definitions to fill gaps in networks.
  • Develops and maintains effective working relationships with payers (MCOs, Commercial Insurers) that foster collaboration to fulfill service needs within sustainable contract terms.
  • Advocates for the people we serve and for the organization.
  • Ensures compliance to local, state and federal regulations for services and the people who provide those services.
  • Follows all ESUCP policies and procedures appropriate to position.

Supervisory Responsibility:
The Vice President supervises a team of leaders and staff directly and indirectly who work within program operations. The Vice President is responsible for the growth and development of the BH leadership team.


  • Education: Master’s degree in human services from an approved, accredited institution preferred.
  • Experience: Minimum of 10 years of fulltime, managerial and programmatic experience in human services field.
  • Licensure in an appropriate field is preferred.
  • Proficiency in Excel, Word, PowerPoint, and Outlook.
  • Must be able to travel throughout the state on a regular basis.
  • Must hold a current, unrestricted, state appropriate driver’s license.
  • Demonstrated knowledge of:
    • Mental Health, Autism and Integrated Primary Care issues, regulations and industry practices.
    • Client expectations.
    • Programmatic critical success factors.
    • Marketing needs.
    • Finance/budgets and management of services to persons with disabilities.
    • Programmatic regulatory/licensure requirements.
    • Program development and evaluation.
    • Electronic Health Record Systems.

Ability to:
