Page B. Walley, PhD.—a renowned child welfare practice and policy expert, community advocate, and former member of the legislative and executive branches of government in Alabama and Tennessee—recently joined Saint Francis Community Services as Chief Public Policy and Community Engagement Officer. From 2008 to 2018, Dr. Walley served as Managing Director of Strategic Consulting for Casey Family Programs, where he assisted government, philanthropic, and community stakeholders across America in strengthening families and communities, as well as safely keeping or returning children to permanent, loving homes.

According to statements from Dr. Walley, his first priority will be to meet with officials across the country and discover what they need to best serve vulnerable children and families, particularly in relation to the implementation of the Family First Prevention Services Act. The referenced act reforms federal child welfare financing, and Dr. Walley believes it will serve as the catalyst by which the conversation about communities and families can be broadened in order to bring about positive change for both.

As a member of the Tennessee House of Representatives from 1990 to 2000, Dr. Walley led bipartisan efforts to improve the state’s child welfare and mental health programs. After leaving the Legislature, he served first as Commissioner of the Tennessee Department of Children’s Services, then as Commissioner of the Alabama Department of Children’s Affairs, and later as Commissioner of the Alabama Department of Human Services. In Alabama, he helped advance the department to national recognition as a leader in providing for the safety, permanency placement, and well-being of children and families. Dr. Walley is also a licensed clinical psychologist with more than 34 years’ experience in the field, as well as a licensed minister.

Founded in 1945 in Ellsworth, Kansas, Saint Francis Community Services encompasses foster care, therapeutic foster care, adoption, family preservation, residential care, and community outreach services. The organization serves more than 30,000 consumers through child and family welfare services in Kansas, Nebraska, Texas, and Central America.
