Pennsylvania Naloxone Program Reports Thousands Of Overdose Reversals In 2025

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) announced that, in the first nine months of 2025, organizations reported nearly 9,500 overdose reversals linked to naloxone distributed through Governor Josh Shapiro’s Overdose Prevention Program. Early estimates indicate that Pennsylvania may have had the fewest overdose deaths in more than a decade.

The Overdose Prevention Program is a statewide initiative led by the DDAP to expand access to naloxone and drug checking tools to prevent fatal overdoses and strengthen overdose response. The initiative distributed nearly 800,000 doses of naloxone and 737,000 fentanyl and xylazine test strips . . .
