The Virginia Academy of Clinical Psychologists (VACP) is suing Blue Cross/Blue Shield of the National Capital Area (BCBSNCA) and its HMO subsidiary, CapitalCare, Inc. The complaint states that employers who purchase the BCBSNCA/Capital Care plan and patients who use the plan are promised certain benefits that are not delivered, including provider choice.
