Juvenile justice expenditures topped $4.2 billion in fiscal year 1998. This represents a 60% increase from the $2.6 billion spent in fiscal 1994. California reported the highest total expenditures in fiscal 1998, at $628 million. Pennsylvania and Florida ranked second and third in total spending in fiscal 1998, at $455 million and $402 million respectively.
