The Drug Policy Foundation is supporting a petition drive by the Oregon Marijuana Initiative (OMI) to get its proposal on the ballot in the state of Oregon. OMIs proposal would generate funds for chemical dependency treatment programs by the creation of Cannabis Personal Use Certificates to be sold for $50 by Oregon county health departments. The non-transferable, anonymous annual certificates would allow limited amounts of marijuana to be grown and possessed for personal use in private residences . . .
