The cutbacks in CHAMPUS behavioral health benefits, originally scheduled to occur on February 15, 1991, will be delayed until October if President Bush signs legislation just passed by the House and Senate. The language temporarily restoring CHAMPUS behavioral health benefits was included in a Conference agreement on the Emergency Supplemental Authorization for Operation Desert Storm (HR 1175 and S578) and the dire emergency supplemental appropriations (HR 1281). The proposed cutbacks in CHAMPUS behavioral health benefits will go into effect . . .
