Since Maryland became the first state to pass legislation regulating utilization review activities, similar laws have been passed in Arkansas, Florida Georgia, Iowa, Kentucky Maine, Mississippi, North Carolina, South Carolina, and Virginia. Legislation is also pending in several other states, according to an article by David R. Strand and Ruth A. Mickelsen, entitled 'Review Firm, Police Thyself', that appeared in the February 25, 1991 issue of Health Week. While the statutes “vary widely in approach and complexity . . .
