OPEN MINDS, The Behavioral Health & Social Service Industry Analyst Industry News Following repeated failures to get approval by the federal Health Care Financing Administration (HCFA) to continue its Medicaid Waiver, Carolina Alternatives (CA) will be discontinued as of June 30, 1999.
