OPEN MINDS, The Behavioral Health & Social Service Industry Analyst Industry Statistics Florida Health Partnership (FHP), the pilot Medicaid behavioral health waiver program in the Tampa area, reported an average of 130.0 inpatient days per thousand in the year 2000. In the period 1998 to 2000, FHP reduced inpatient days for the eligible population by 9.1% from 143.0 in 1998. J.
