Shawnee Hills, a non-profit mental health center in West Virginia serving mentally retarded, developmentally disabled, mentally ill, and addicted residents of Kanawha, Putnam, Boone, and Clay counties, is having operational and financial problems. On April 30, 1999, both John Barnette, long-time chief operating officer and Toni Estep- Bevis, senior vice-president resigned suddenly without explanation.
