The 1988 Ohio Mental Health Act, signed into law by Governor Richard F. Celeste in March of 1988, was effective on July 1, 1989. The law establishes a unified system of treatment for Ohio's mentally ill which will be controlled by the state’s 53 mental health boards. A key provision of the bill is the creation of chief clerical officer for each mental health board who will recommend treatment alternatives for each person in the system.</p . . .
