The most common disabling condition reported by participants in state Medicaid Buy-In programs is mental illness. More than 31% of participants identified themselves as having some form of mental illness or other mental disorder. Enrollment in the Medicaid Buy-In program among states rose by 400% within five years, increasing from 19,582 people in 13 states in 2000 to 94,963 in 27 states by 2004.
