OPEN MINDS, The Behavioral Health & Social Service Industry Analyst Industry News Health-related spending accounted for at least 45% of state spending on Temporary Aid to Needy Families (TANF) programs in 2004. Total TANF health care spending since 1995 has increased at a median growth rate of 61%. Total TANF non-health spending since 1995 has increased by 17%. The extent that low-income working age adults and children benefited from state TANF programs is difficult to determine since states do not routinely collect this information.
