On July 17, 1998, the Louisiana Department of Social Services/Office of Community Services (LDSS/OCS) released a request for proposals (RFP) seeking local, non-profit and for- profit providers to initiate and establish resource centers for families receiving child welfare services through LDSS/OCS.
