OPEN MINDS The Behavioral Health & Social Service Industry Analyst Industry News The Kansas Department of Social and Rehabilitation Services issued an RFP in July asking for proposals from companies or agencies interested in taking on the task of managing the state's foster care program under a capitated fee arrangement. The state is asking the private sector to develop and deliver a system of care for children in out-of-home placement which will be minimally restrictive and provide a seamless delivery of services.
