On December 6, 2005, outgoing Virginia Governor Mark R. Warner announced plans to invest $460 million in community-based and institutional care programs. The plan, if adopted and fully funded by the legislature, will allow the state to implement best practices for mental health treatment.

The Governor's proposal, as part of the System Transformation Initiative, begins by allocating $290 million to replace four outdated facilities with modern treatment facilities:
