The majority of employers (86%) have some kind of utilization review (UR) program in place, according to a 1988 A. Foster Higgins survey. Many therapists argue that UR is inapropriate for mental health because mental health treatment often involves divulging problems that require the strictest of confidentiality. Confidentiality, it is argued, is inconsistent with a UR system that may require open consultations, often with a voice at the other end of a telephone line.
