Employers' health care costs decreased 1.1% in 1994, reversing the twenty-year trend of rising health care costs for employers. A Foster Higgins survey of 2,097 employers with at least ten employees indicates a sharp slowdown in growth of employers' health costs and attributes this decline to a rapid increase in enrollment in managed care plans.
