The Michigan Department of Community Health (DCH) announced that it has received approval from the Health Care Financing (HCFA) for a Freedom of Choice Waiver under the authority of Sections 1915 (b) (1) and (4) of the Social Security Act. The plan, which became effective October 1, 1998, is the first to capitate services for persons with development disabilities by moving Michigan's publicly funded Community Mental Health Services Programs (CMHSPs) into a pre-paid specialty service system.
