Former U.S. Senator Harold Hughes formed the Society For Americans For Recovery, known as SOAR, in July of 1990. The mission of SOAR is to end financial, social. legal, and health care discrimination against chemically-dependent persons and their families through the mobilization of a political constituency. According to spokesperson Linda Fellner, SOAR now has over a 1,000 members. She said that one of the most pressing issues to be addressed by SOAR in the months ahead . . .
