On May 28, 2008, former Philadelphia Mayor Michael Nutter announced a comprehensive plan to reduce homelessness in Philadelphia. To reach this goal, a new partnership formed between the Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), Community Behavioral Health (CBH), Philadelphia's Office of Homeless Services (OHS), and the Philadelphia Housing Authority (PHA) to launch a permanent supportive housing (PSH) program for individuals with behavioral health needs.
