January 2004 Connecticut DMR Five Year Plan 2002-2007 In 1990, the Connecticut Legislature passed Connecticut General Statute 17a-211, requiring the department to develop a five-year plan, hold public hearings, and submit the plan and a transcript of the hearings to the legislature every two years. New versions of the departments Five Year Plan are produced and released according to a two year planning cycle.
