January 2007 Home Health Care in California: An Overview Between 1996 and 2004, the number of home health care agencies providing services in California decreased by 27%, and the average number of clients per agency doubled. During the same period, the use of home health services declined by 19% and the percentage of care paid by Medicare decreased by 14%. The use of home health aides declined by 79%.
