Partlow A Call for Closure

December 8, 2008 Researchers from the Alabama Disabilities Advocacy Program (ADAP) sought to evaluate the cost of operating the W.D. Partlow Developmental Center and the quality of care. They reviewed the state budget, historical documents related to Partlow, and a recent review by the federal Centers for Medicare and Medicaid Services, in which Partlow was cited for an immediate jeopardy situation that endangered residents. ADAP recommended that DMHMR develop a plan to close the facility and transition all 200 residents to community placements . . .
