The law modified the Medicare Secondary Payer (MSP) system to limit Medicare recoveries from other primary payers to a three year period. Under the MSP, Medicare is the secondary payer for eligible beneficiaries who are covered by certain group health plans, involved in a workers compensation claim or have a settlement, or who are receiving medical services due to an injury covered by homeowners or motor vehicle liability insurance.
