The proclamation was unanimously approved on January 10, 2023. It directs the Los Angeles County the Chief Executive Office (CEO), Homeless Initiative (HI), Office of Emergency Management (OEM) and all other county departments to take necessary steps for the protection of life, health, and safety of people experiencing homelessness in the county.
