Nebraska's Bill 961 relating to public health and welfare was first introduced on January 11, 2012. The bill states that the state of Nebraska has the legal responsibility for children in its custody and accordingly should maintain the decisionmaking authority inherent in direct case management of child welfare services instead of privatization of case mangement of child welfare services.
