This comprehensive study included a field enumeration, field surveys, telephone surveys, and a sophisticated statistical analysis used to project homelessness in non-enumerated areas. For this study, the HUD definition of an unsheltered homeless person was used: someone who is either living on the streets, or in a vehicle, encampment, abandoned building, garage, or any other place not normally used or meant for human habitation.
